Children are encouraged to read to them every year on March 19th. Children are also encouraged to participate in the discussion of their own literacy by the day's end.
You've probably noticed that raising a child takes a village.. Any in a child's village is encouraged to read to them on International Read to Me Day. This could be a parent, grandparent, librarian, mentor, younger sibling, or a family friend. It doesn't matter who does the reading. It doesn't matter who does the research. Anyone in the child's neighborhood reads to them on a daily basis, which is all that matters.
